You are invited to attend the upcoming “High-Level Launch of the Nelson Mandela Rules”, which UNODC and the Permanent Mission of South Africa will jointly organise on the margins of the 70th session of the UN General Assembly in New York, on Wednesday, 7 October 2015, from 10 am to 1 pm.
Under the chair of South Africa, the fourth meeting of the Expert Group established by the General Assembly to review the Standard Minimum Rules for the Treatment of Prisoners, held in Cape Town from 2 to 5 March 2015, achieved consensus on all of the rules opened for revision.
It also recommended that the revised rules be known as “the Nelson Mandela Rules” to honour the legacy of the late President of South Africa, H.E. Nelson Rolihlahla Mandela. Furthermore, it was recommended that the Nelson Mandela International Day (18 July) be utilised to promote humane conditions of imprisonment, to raise awareness about prisoners as a continuous part of society and to value the work of prison staff as a social service of particular importance.
As you know, the adoption of the Nelson Mandela Rules will represent a landmark advance in the international normative framework applicable to the treatment of prisoners and the management of prison facilities.
In light of your extensive academic and professional experience in the area of criminal prevention and criminal justice, we would be honoured to have you attending the high-level launch on 7 October.
