Civil Society Still Blocked From The UNCAC Working Group On Prevention

This is to update you on the latest steps taken by the Coalition Coordination Committee to gain government support for proposed decisions at the 5th Conference of States Parties in Panama in November. The UNCAC Coalition statement ahead of the 5th COSP has now been finalized and is attached here (for now without the Coalition letterhead). There was one change to Ask 11 after I circulated the statement to the Coalition for comment. The statement is currently being translated so that it will be available in all six UN languages and we’ll circulate all versions as soon as the translations are available. This Coalition statement has provided the basis for some Coalition advocacy ahead of the upcoming sessions of the UNCAC Working Group on Prevention and the UNCAC Working Group on Asset Recovery that will take place from Monday onwards at the UN in Vienna. These two Working Group meetings—together with the IRG meeting back in May—provide the only opportunity for States Parties to get together for in-person preparatory discussions in advance of the 5th COSP. However, according to government representatives that we have talked to, States Parties have thus far tabled neither informal proposals nor draft resolutions. Access To Information | Beneficial Ownership Transparency | Wrongful Exclusion of Civil Society Transparency International sent a Coalition letter to the Working Group on Prevention (via the Vienna Embassies of States Parties) ahead of its 3-day meeting—the letter is attached below. It calls for the Working Group to take steps in two priority areas covered by our UNCAC Coalition statement, namely on access to information and on beneficial ownership transparency. The...

Alliance Recommends 2 Innovative Partnerships at ECOSOC’s High-Level Segment

An ECOSOC 2012 High Level Panel on “Accountability, transparency and sustainable development: turning challenges into opportunities” took place on Monday, 9 July 2012, from 9:30 am to 1:00 pm with the closing session featuring the Secretary General, Mr. Ban Ki-Moon from 3:00 to 3:30 pm in the ECOSOC Chamber. The objectives of the High-Level Segment Event are the following: (i) to highlight the costs imposed by the lack of accountability and transparency and corruption on sustainable development; and (ii) to exchange views on innovative approaches and partnerships in combating corruption. It is anticipated that the event could promote a renewed commitment at the highest political level for the ratification of or accession to the UN Convention against corruption by countries that have not yet done so and that it could encourage full participation in the Review Mechanism of the Convention in order to promote full implementation of its provisions. The event included two interactive dialogues. The first interactive dialogue, “Creating inclusive and cohesive societies: a multidisciplinary approach to combating corruption for development” with focus on short-term and longer-term policies, strategies and programmes that promote integrity, professionalism and accountability and prevent corruption. The second interactive dialogue, “Shared roles and responsibilities: developing innovative partnerships for comprehensive action against corruption” with focus on how all national, regional and international stakeholders involved in the fight against corruption could together promote innovative public-private partnerships aimed at fostering integrity and accountability while promoting sustainable development. Dr. Karen Judd Smith, Chair of the Alliance of NGO on Crime Prevention and Criminal Justice made a short intervention during this discussion in ECOSOC’s July 9, 2012 High Level Segment Special Event...

A great deal of attention is paid to male Child Soldiers and yet one rarely hears about their counter -part. They suffer a great deal as they are turned into “bush wives by their captors, repeatedly raped and once the conflict is over they return to their villages with the children of their horrific ordeal. Once home they encounter a great deal of prejudice and stigma. Not only have they taken up arms against their community but they now have to live with the constant reminders of the violation of their fundamental human rights- their offspring of the rapes which they have had to endure and the...
