The overall theme, agenda items and the topics for the workshops of the Thirteenth Congress were determined by the United Nations General Assembly in its resolution 67/184. The General Assembly also advanced preparations for the Thirteenth Congress through its resolutions 65/230and 66/179. Further information is contained in the most recent report of the Secretary-General on preparations for the Thirteenth Congress. He is an Instructor in the Certified Public Manager Course of Studies (CPM) and the Police Executive Leadership Course sponsored by the New Jersey Association Chiefs of Police and the New Jersey State Police (NJSP). Pat has conducted Leadership Staff Ride Seminars at Gettysburg Battlefield, Antietam Battlefield, Trenton, Princeton Battlefield and Normandy, France. He lectures frequently on military history, historical leadership, ethics, communication and conflict resolution to numerous civic groups. Pat is the Seminar Director for the BergenLeads Program sponsored by the Volunteer Center of Bergen County. This program trains future leaders in business, non-profit and government. He has written several scholarly articles and co-authored books on topics of History, Leadership and Homeland Security.
